I've just gone through this, a few months ago. I wanted to set up a Wiki, had a 
commercial website with CGI / perl / etc. but no shell account. It certainly made 
things interesting!
 
I ended up finding and using a variation written in perl, called "Wala" which can be 
found here:

I've found many ways to modify and customize it, with varying degrees of success. My

If anyone is interested in the source code, just ask and I'll zip and email it to you.
 
I've been experimenting with SeedWiki from http://www.seedwiki.com/ but so far, like 
the formatting in my Wala better.
 
Unfortunately I have no experience adding security or locking page edits. So far, this 
has not been a problem. I have not experienced any WikiSpam or anything like that ... 
being obscure and out of the way helps, I'm sure.
