Mitchell, I use Site5 for my web hosting needs:
http://www.site5.com/ I've found them to be extremely competent and responsive. They are very Perl-friendly, and in fact, they've been willing to install new Perl modules for me into the systemwide Perl libraries. Their tech support typically responds to my emails very quickly, usually within 15 minutes. They provide SSH access upon request. One of my biggest needs is storage space, and with the account I use, I get 2GB for $25.95/month. I've been happy with them for over two years now. One note, though. They don't do domain name hosting or provide a way to sign up for a domain name. You will need to do that separately through some other provider. In my case I chose easyDNS, but there are many other options. Let me know if you have any other questions.
