Just to beat the topic to death, yes, replacing Debian's Perl with a custom-built one is a bad thing indeed. In my experience, I have found two ways to use Perl with Debian:
1) Use the dh-make-perl to create Debian packages (.deb's) from Perl modules and manage them with Apt, or..
2) /usr/local
