Is a group needed specifically for the promotion of perl?
Might not be a bad idea. It could either be a sub-group of the Perl Foundation, or mirror it, with the focus on advocacy.
But I don't think advertising would be an efficient way to spend the money. Instead spend it on activities that help facilitate getting Perl articles into IT publications. Or projects that help remove technical barriers from Perl being an acceptable substitute for J2EE (on the high-end) and PHP (on the low-end).
Is an occasional radio or tv advertisement that bad of an idea that we shut that down too? Advertising works for Java, but it couldn't possibly work for perl, right?
Strictly speaking I don't think advertisement did much for Java. Sure, you see lots of ads for Java related products now, which maintains a high visibility for Java, but they exist because the Java market exists.
I think Java got to where it is through the PR efforts (different from advertising) of Sun, leading to tons of mentions in the IT press, and things snowballed from there.
