I'm not directly involved, but as I understand it, the project aims to
resolve many of the platform integration, testing, and usability issues
that cropped up around CPAN. CPAN was an amazingly cool step forward,
and a first ever in terms of a language's support for its primary code
repository (AFAIK), but it has been showing its age, and platform
management issues have evolved. Enter the new guy: CPANPLUS.
