Technically, no. But cwRsync: http://www.itefix.no/phpws/index.php?module=pagemaster&PAGE_user_op=view_page&PAGE_id=6 is the most common solution to running rsync on Windows and it bundles rsync with a minimal Cygwin installation (a few DLLs).
