At the risk of being branded a heretic, I would suggest writing such a complex
application in Java. You might look at the JFreeChart package, which
has about
as much functionality as anyone might want:

It is free, easily extensible, and has a fairly easy learning curve. I am
currently using it for a large medical research application.
