It seems that on most systems, the tzdata patch should call 'tzconfig'
to replicate the patch into /etc/localtime, but on at least a few of
our RHEL3 systems, we don't have 'tzconfig' installed. A copy of
/usr/share/{lib|.}/zoneinfo/EST5EDT to /etc/zoneinfo will apparently
suffice after the fact; I hope to have the admins try this tomorrow.

(All in all, it's a good thing I don't have general 'su' or 'sudo'
access at work, but there are times ...)
