And not to start any holy wars, but just some food for thought: There's also
an interesting Frontline being shown on 'GBH about how juvenile criminals are
sentenced that for me mapped well to the "Bounty Hunter" approach to (C).
Automatic life sentence without parole ("value"*) vs. years of rehabilitation
("payment").
* The value also seems lopsided because sequestering the criminal also harms
his extended family, in much the same way that the victim's family is hurt,
and for which they often seek retribution.
