I get the impression that Active State is struggling to maintain market
share in light of successful open source IDE projects, like Eclipse, so
they're trying to get some of that open source "magic" by kinda-sorta
open sourcing their product.

Open Komodo is an open-source code base upon which IDE software packages
can be developed. The initial open source code for Open Komodo will be a
portion of ActiveState's Komodo Edit.

The first tool the Open Komodo Project aims to create on the Open Komodo
code base is a full-featured client-side web development tool. Currently
codenamed Komodo Snapdragon, it will be integrated with Firefox and
based on Komodo IDE, and developed in collaboration with the open source
community.

Komodo Edit and Komodo IDE
***********************
The Open Komodo project is based on Komodo Edit, but not all of the
features of Komodo Edit will open sourced. Komodo Edit will continue to
be available as a free product from ActiveState, and Komodo IDE will
continue to be ActiveState's advanced developer tool and fully-supported
professional integrated development environment.
