Most cpan http server modules seem to assume you want to share a service not a bunch o files, since there are plenty of static servers already, and what would a Perl coder want to share but Perl code eh? Besides, writing a bad ten line replacement for (this use case of) httpd is a standard Perl 101 midterm assignment. but it's lots more than 10 to be half nice, EG http://labe.felk.cvut.cz/~kral/SEMINARS/perlnet.html#webserv .
