The idea is a bit amorphous, in that everybody seems to have a different take on what it is, but my interpretation is this: Perl 5 has gone through more than 15 years of evolution. Best practices have emerged (even more since PBP) but worst practices still persist and some folks feel it's time for the community to finally think about what should stay and what should go and what should be added (to core) - if anything.
