Very interesting! I an going to try to go to this... Just the other day I was discussing the idea on giving a talk at YAPC::NA::2010 with pretty much this same thesis:
Despite all the whiz-bang new systems admin/automation tech out there (puppet, chef, openqrm, cfengine, hudson, cruisecontrol, etcetcetc...) in order to finish the job I still constantly rely on custom perl and shell scripts... there *has* to be a better way.
