Not much like, as perltoc is just a global TOC, which is auto-gen with unnatural ignorance from POD subject headings, plausibly good for keyword search to find which files have more or less detail on a topic, once you know the keywords. Whereas, Uri's proposed perlblurbs is newbie-friendly, providing a natural-intelligence value-add of a one-paragraph marginalia that explains not what each file *contains* but the far more useful (to newbies) WHY you would read THAT file.
