Ricky was speaking about implementation specifics required by Unicode::Collate, which is supposed to handle most of the magic, not the general rat's nest that is multiple locales; whatever various RFCs and specifications might indicate, most users are likely to expect foreign characters to comingle with native ones in a predictable manner, but otherwise could not be bothered by details.
