I mentioned this GUI Builder at this evening's meeting. http://spectcl.sourceforge.net/spectcl.html targets several languages including Perl. This is not a particularly feature rich tool and it hasn't been updated in a long time it seems. For me the main value I got from is it that it helped reinforce a lot of what I was trying to learn about perlTk and gui programming in general. The code it generates is extremely clean and hand maintainable compared to that which is generated by many other tools.
