Good and "PCB software" do not belong in the same sentence :) You also add 
Free, which makes the request a doozy :)

 I have surrendered to the inevitable and purchased a copy of Eagle, which for 
personal use is actually rather affordable.  It may not be "good" (as no such 
tool is IMHO). but at least it is what everyone else is using.
