i have used both csound and pd to execute manipulations of audio data. i
don't know how long or how in depth you are looking to make this
project, but you might need to learn some things about digital signal
processing if this is to work out as you might like it to.

if you were to start an audio programming adventure, i'd recommend you
look into pd tutorials, as csound is somewhat "old school." maybe the
old school is the one you need. i cannot say.

at a different level of processing, audacity is probably worth looking into.

Audacity was a good lead, thanks!
This may be a good "baby step" into audio processing.
Audacity has some perl scripting abilities (communicate to the audacity system 
via a pipe).

Maybe by playing around with the audacity GUI and the scripting ability I can 
figure
a bit out on my own.
Still though, a "dummy's guide" to audio manipulation or maybe just mp3
files specifically would be nice. I have no intuition as to audio and quickly get lost in 
talk of "frames"
and other terms that are often used without reference or deeper introduction.
