Hah - lots of luck - who do you know that speaks Korean. Even if you find
a native speaker, getting in touch with the right person is almost
impossible.

I'm having the same problem in China. But I'm glad I have free Intl
phone calls
(thanks to viopStunt), it comes in really handy when I have to call the ISPs
in these countries. I'm looking for native Korean or Chinese speakers
interested
in helping the cause. If you're going to want to deal with ISP's in
these countries,
you better be prepared to get a good translator or speak the language.

(sigh) most are in Korea, lots of luck in getting them shut down. I
suspect there is
Big Bucks in operating these servers, which for the most part are
untouchable.
What we really need is to get contact information on the appropriate
authorities
and work with them (bribe) to cooperate and help prosecute the server
owners, but
(sigh) there are no laws against setting up IRC servers. About all you
can do is block
them.
