David, even with the information forwarded by Jane, things seem a bit murky. If Dental Aid is not able to use county or city money for undocumented immigrants, we will try to serve undocumented people with private funding. However, my concern is that private funders may also begin to put some restrictions on who is able to receive services--and I don't think that they will increase the funding streams, regardless. Additionally, I would be very reluctant to have our staff be responsible for making documentation decisions. It would put Dental Aid at risk, and would potentially have undocumented patients view our clinics as "unsafe" places.
Even putting ethical and human need issues aside (I'm not suggesting that we do that, but simply in order to look at every aspect), making a determination not to accept county or city money would mean that Dental Aid would have to limit services significantly. Then, we get into the issue of who has priority for limited services. It's like a dog chasing its tail, but the outcomes are catastrophic for agencies and clients.
