Hello Sarai,
the "Less Than" and "Greater Than" symbols are added when one replies to an
e-mail message. They are then displayed in the Original Message below the
reply.
The more people reply to a message, the more Less Than and Greater Than
symbols are added. This has nothing to do with HTML, but appears also in
plain text.
These symbols can be useful that if you quote from someone else's message,
the readers of your e-mail know you refer to someone else's message.
