It means that for whatever reason, teh mp3 wasn't sampled at a multiple of 11000 Hertz (AKA: 11. KHZ, 22 KHZ, 44.1 KHZ.) Most likely the mp3 is at 48 KHZ (which is the sampling rate they use in DAT tapes, if you're curious.)
