When I couldn't log onto my PC with my BrailleNote, it was because file
sharing wasn't enabled. I can't remember how I enabled it, but that's what
I had to do.

When I type my computer's name as defined in the system properties, it
says "cannot find the network resource." Is this because my router is
blocking something like Netbios? I enabled Netbios and opened ports
137-139 for both TCP and UDP.Also, do I need to set up a special logon
account for my BrailleNote? Why can't I just log on using the Windows
default account or as administrator? What permissions do I give the
BraileeNote account, if necessary?

You do not need to worry about the domain name as it is likely you don't
have a domain server.
Your computer will need to be set up with a couple of user accounts. How
you go about configuring your PC for this depends on the version of Windows
you are running. However, the control panel and users or user accounts is a
good place to start. The server name is the PC's network name, while the
user name and password prompts are for the credentials you have specified in
one of the configured accounts on your PC.
