They are in fact line of sight two because they can't go over the horizon they also can't go through a wall either and there for they wouldn't be effected by flair activity.

Having said that you are correct we are talking about radio transmitions and any radio transmition can be blocked intercepted and tampered with if you have the skills or in this case if the solar flair activity were strong enough. It wasn't that many years ago where a whole power grid was taken down and communications from satellites is often interrupted.
