Hi Sarai; It is a program in the Federal Government that buys equipment and training for handicapped people. Your agency has to apply to become a CAP member. That is what took so long. I bet it took 2 years or more before NIH became a member. They got me a BT and a braille printer and some training on the BT. You have to put in a request and it has to be approved. I will look up the meaning of CAP for you. I just remembered I have their web adress: http://www.tricare.osd.mil/cap/ You can get the title from the site. They also have a CAP program for students. I learned this from the BN group. It is a different group. They help people going to school, with getting equipment.
