I had the very same situation a couple of years ago. I couldn't get Active Sync to work no matter what I did. However, I could get the BrailleNote and the computer to work together when going in to terminal mode and the serial port on that computer is definitely bad. I was told at that time by tech folks at HumanWare that Active Sync can be volatile so I'm as sure as I can be that your serial port is not quite right. I didn't chime in on this immediately because I wasn't totally sure but I highly suspected the cause of your problem. I had to resolve the issue in the same way you're resolving it by getting a converter.
