Keith, Sorry I lost/forgot your message for a while.

You certainly can use a file as your home page.  To do this open the browser, 
where you would normally type in an Internet address press backspace or 
whatever command you would usually use to choose a different folder at a file 
prompt with your type of keyboard.  Select the folder that contains the HTML 
file  you wish to use and press enter.  Now you need to press space, or 
whatever command moves you down the list of files in the chosen folder.  By 
default you are only shown favorites, so you will need to press space with X to 
show more file types including HTML files.  I'm sorry I can't supply the QT 
command.  Press enter on the HTML file and keyweb will load the page. Once the 
page is loaded you would press backspace with O, again only for a BT, to open 
the Internet options menu.  Set current page as home page is one of the 
options, so you can just hit enter on it and the job is done.
