This is Joseph. I wrote about this subject some time ago. There are
differences between what computers call it "binary" and standard Metric
systems. The size issue is normal. A Kilobyte according to binary standard
is 1024 bytes, or characters. A Kilobyte according to standard Metric
measurement is 1000 characters. A Megabyte according to binary standard is
1048576 characters versus 1 million characters according to standard Metric
system. So a 1 GB CF card might have capacity of approx 1 billion
characters. If you plug it onto your PC using a card reader, you'll notice
that the size is reported as something like 977 MB. It is because storage
manufacturers use Metric measurement to label the capacity. So, a 128 MB CF
card might have capacity of slightly less than 121 MB. If you check it on
the BN, it reports the size as  something like, 128048512 characters. I hope
this information may help you.
P.S. A Gigabyte according to binary standard is 1073741824 characters versus
1 billion characters according to Metric system.
