It all depends on your braille note and your cell phone.  What kind of
braille note do you have and what kind of cell phone do you have?  Do you
have a cable to connect your braille not to your cell phone or can you use
the infra-red or bluetooth ports to connect both devices?  The only thing I
can tell you at this point is that you would have to configure a new network
connection in the braille note once you have the two devices connected in
one way or another.
