Do you have the Belkin Bluetooth card?  If so, the info at the below link
might help you.  It is what helped me; for, as the review discussed, I had
the Microsoft drivers installed, rather than the Belkin ones.  This

I am also having problems with the same thing.  My laptop shows up in the
list of devices when I do a search for Bluetooth, but it does not give me an
option for activesynk.  Also, when I right click my Bluetooth icon in the
task tray, it says that the device is not found.  Then I get some crazy
message about not having a license to use this device.  Then it tries to
look for a license file, but it never finds it.

The weird thing is that when I go to the device list in Bluetooth settings
on the laptop, the Braille note and my 6620 are both there.  BTW, I can
synchronize with my Nokia 6620 in Nokia PC Sweet.  Also in my Bluetooth
settings, there is no tab for the list of services.
