This is Joseph. I'm not sure about the first one, but on the second one,
there is a solution. JAWS 7.1 has changed the drivers a bit - now it allows
you to have ports beyond com4. I'm not sure how to set it. Also, it is
recommended that you use Microsoft's own drivers, not the driver of the
manufacturer for compatibility reasons.

I have my mPower successfully paired with my computer using a Motorola USB
Bluetooth dongle.  I am getting a message that says there is a successful
serial connection.  My USB dongle is using Com 26 and will not let me change
it.  Active Sync (version 3.8) is only looking on com 3.  I don't see
anywhere to try to get it to look anywhere else but com 3.  Is there
somewhere (I've looked in Device Manager) where I can change either of
these?

Second, for using the BrailleNote as a braille display, I changed the port
in the jfw.ini file to com 26, but am getting no braille.  Is there
somewhere else I have to go to tamper with things so JAWS can see a com 26?

I have read more about Bluetooth stuff these past couple weeks than I've
read about ANYTHING in the past several years.
