I think I may have experienced this problem before, and perhaps even before
KS 5.1, but I'm not sure, but I do know it's annoying. Any ideas why this
occurs and any other similar experiences?
I know it has been fairly rare for me--the more often issue is the wordpad
converter dialog I used to get ocasionally.

Possibly. When you look at those files on the BN, see if you can move
beyond page 1, line 1. If you can't, then you've run across the same
issue that I've run into, which, btw, is extremely annoying. That
problem's been around since Keysoft 5.1.
