One way is to check on the website of the ISP to see if they even offer 
dial-up service as a part of their package.  For, some providers may not 
offer the service, or may offer it for an extra charge.  But, if the 
provider does indeed offer dial-up, then their website likely has a page 
that lists the dial-up access numbers for the parts of the country for which 
the service is offered.
