Yes, you are right. WiFi requires to have the wireless service and have it
with activite.

Would WiFi card in the BrailleNote could access the internet (ISP) without
router? Is it work by itself?

Otherwise, I should buy CF Wireless Modem? Will it work between ISP and BN?

Wi-fi is not like bluetooth. You must be within a hotspot in order to 
connect via wireless and thus be online. Hope that explains it better.
