You would need to talk to Bookshare about this.  However, what I think and
this is my opinion only is that they provide the Daisy format so people who
don't know braille can utilize the books, this makes them available to all
who need them, and Daisy is a way to keep the public from using the books
easily, in addition to the unpack utility.  

Most of what they have is automated.  As someone who has validated a book or
two, there is no way with the technology we have or that most of us have to
mark up a book for Daisy.  The last one I worked on, in fact, was in Word
format and all I could do for it was to make sure the medical words were
correct, and verify the copyright info.

Since you brought up the markup issue, or lack thereof, I'm really curious
about how Bookshare creates the Daisy books and whether the responsible
individuals could be talked into spending more time and giving due
dilligence to real Daisy markup for books.  I downloaded one yesterday and
when I looked at the heading list, it looked like this:

Page I
Page II
Page III
Page IV

and so on... then

Page 1
Page 2
Page 3
Page 4
Page 5
Page 6

on up to Page 322.

Needless to say, a list like that really isn't doing anybody any favors, and
it sure doesn't give anyone a clue as to the book's content. I was rather
miffed after seeing a list like that and have been considering getting in
touch with the folks at Bookshare to see if they might be persuaded to adopt
some sort of markup standard.
