Jaws says that it could not load the braille drivers. I felt that it was
a 
JAWS issue because JAWS is where my problem is.

During the installation/modification of JAWS, when selecting a braille 
display, check "BrailleNote" from the list of braille displays.  It's
14th 
of 24 in JAWS7.  Then select the com port to be used.  (That could be
the 
problem at your end - the PC port you're trying to use is perhaps 
unorthodox.  But this (if it's a JAWS issue, as I think it may be) is 
falling outside the topic of this listserv.
