What kind of messages are allowed on the list is told in the first message every member gets at the time of joining.
Let us not carry this any further.

It would probably help if people would notice that this person is new and
send them a polite message off-list to let them know that off-topic
discussions are not allowed on this list.  If we bite everyone's head off,
they will leave. No, these have not been biting the poor guys head off but
a simple one line "polite" message will be enough.
