The meaning for CAP is in the message below. This meaning is in regards to the Federal Government. There is another program, by the same 3 letters for students. I am almost sure it has a different meaning. I know nothing about the student program, but NFB might. The program for the Federal Government assists in buying equipment and training for Federal employees. A Federal agency has to be accepted under the CAP program befor a handicapped person can get assistance. NIH, where I work, had to wait about 2 years for acceptance into the program. The person that helps me with computer needs took care of the process so I do not know anything about the procedure, but it is long and drawn out. We applied since our budget was on a down fall.
