You didn't mention what screen reader and version the nice
Toshiba laptop is running.

If it is Jaws version 5.1 or higher, yes it will support use of a
BrailleNote as a Braille display.  Refer to the chapter in the
User Guide about using the BrailleNote as a display for a PC.

Yes this can be done using Blue Tooth.  It can also be done using
the good old fashioned serial port.  But it cannot be done using
the USB port.

If the PC is running Window Eyes or Hal, it can probably be done
too, but I'm not familiar personally with what Braille displays
these screen readers support.
