I do not think this is a BN thing as many email programs do it and there is software (for PCs only, not BNs) that will remove > from emails.

Dear List,
This is the reason I joined the list this time.  I am having a
problem with reading email messages on the web.  When I go to the
BrailleNote archives and I click on a message that I remember has
a reply on it the first message would be fine but then when it
gets to the original message point it puts greater than signs in
the message at certain points.  Another time I have noticed when
it does this is when I open the wp temp text version in keyweb it
does the same thing.  Could anyone explain this or tell me if
they have had this problem with a pc? I find those greater than
signs quite annoying when I am reading a message.
