So, as Bob is having the problem when accessing email on the Web,
does that mean he needs to look on the options on the email
provider's Web site?
Does this also mean that replys quoting Bob's message from others
with the greater thans still on will still put them in?

The greater than prefix to a line of quoted material is a visual
indicator that this line has been quoted from a previous message
and is not part of the text of the present message.
Most e-mail programs provide an option to turn off and on the
greater than prefix on quoted lines.
I personally prefer to turn off the quoted line prefix and
precede quoted material with "you or so and so said" on the line
above it.
Problem with the greater than prefix for quoted lines is most
programs do not check for the presence of a greater than with
quoted material, so if a message is quoted seven times, the seven
e-mail programs that quoted it will happily insert their own
greater than, resulting in seven of the little monsters.
It can get to where there seem to be more greater than signs on
the line than quoted material!
But this is why they are used.
