These bugs are mainly a result of certain bugs being fixed, but the system knot being thoroughly tested before releasing it. From experience of testing program, if one bug is fixed, there apts to be two or three produced from that fix. So it really requires a thorough test of the entire program after a bug is fixed. When testing programs, it isn't possible to take it on face value that something else didn't break in the process.
