I've certainly done it. Just create a text file. At the filename prompt, add .htm or .html even though it's a text file. Then for example, you could write:

<html>
<head>
<title>my test</title>
</head>
<body>
<a href="http://www.humanware.com/";>the home of the BrailleNote!</a>
</body>
</html>

Perhaps Alex can tell you the results on the PC, I haven't tested this myself.
