Oops a typo.
The line that says: @="\"C:\\Program Files\\PlaylistCreate\" \"%1\""
should have been: @="\"C:\\Program
Files\\PlaylistCreate\\MakePlaylist.cmd\" \"%1\""

I can zip the two files up for anyone who doesn't want to copy and paste those.
