If your friend already has an apex, there is no cost. Generally, if the upgrade is to the same version you already have but a different build, or if the change in numbers is less than a tenth (such as 8.0 to 8.01 or 8.5 to 8.51), then there is no cost. If the version number is different by a tenth or more (9.0 to 9.1, 5 to 5.5) then there will be a cost. Of course, always check for a given upgrade, but a paid upgrade will require a license file whereas a free upgrade will not.
