If my logic is right, you can in fact install the license AFTER you install the ROM image. As Sabahattin said, KeySoft will pick up the hwi first, followed by others. The theory is that you are just activating KeySoft after it has been installed, just like you are activating optional programs already installed on the system at a later time by using the hwl file.

Hi Dominique,
From what I've read from stuff from HW and the list, you have to
install the license file first and then the upgrade file.  I
guess the license file authorizes you to install the upgrade.
But, I do agree with you, if I get an Apex, it's going to be
tiedious to have to get and install them both separately, you
should be able to do them both at once instead of making two
downloads and installations.

You are able to download the license file and update at once, and
install, right? or do you need to put one in Flash disk/sd/usb
install
that, then, install the .hwy file?
Or, can you do both at once?
If not, tey really need to allow that in Keysoft, that way you
can o it
all in one go.
That wuld make it faster.
That's what setup.exe files on a PC are like.
You don't get two diffrent things to install most of the time,
but
lately, companys have made a short .exe file, that will go grab
the
second half of the archived files for that one application, and
example
of that is skype.
Notice why the files are so small when you download them?
that's because that one Skypesetup.exe file, is told to grab deta
for
the rest of the install that's on Skype's server and extract and
continue with setup.
