The pairing method must be: turn on bluetooth on both devices, enter terminal mode on the apex (selecting bluetooth), find the apex in settings > general > accessibility > voiceOver > braille and pair on the iPhone. Pairing from the Apex will not help.
I do not believe there is a keyboard command to double tap and hold, though it is possible that double clicking and holding a touch cursor button will work (I have not tried this). What happens when you try to use the iPhone as a cell modem like any other phone? That is, find it with the bn's bluetooth program and activate the modem function, then add a new connection configuration, selecting the iPhone as the device to use and filling in the rest of the information?
