Hello:
When I justify a document I block the area that needs
justification and go to the ink-print menu using the
enter-backspace-123 or l and go down the list to justify. Doing
that you should find your document fully justified.
Justified means, in an ink-print document, that the left and
right ends of the lines are in line. It makes a more finished
look to a document, as in a print book or newspaper.
