There are a few from Humanware (the dictionary and Nemeth tutorial), and Sendero GPS sells their bn-specific gps navigation software. However, in the apex, you no longer need to install anything. Instead, you place an installer or license file on a thumb drive or sd card, or the None folder of your flash disk, and reset the apex. That will bring up the installer, no need to use the installation options in the utilities menu. I imagine they are still there "just in case", or perhaps it is simply that no one has yet gotten around to removing them from the Keysoft code.
