If you mean you can't scroll past that section at all, I have seen
this before: go to gmail.com, compose a message, save it as a draft,
then go to drafts and select it. You will be unable to get to the
message contents; the apex will simply stop just before the edit box
holding the draft's text. The same thing also happens on gmail, in
basic html, when trying to view certain parts of pages.
